Traffic in and around Wangsa Maju/Setapak - 2011

I was in Setapak area around the end of December 2011 and I noticed something very strange.  The traffic here is totally "no law" type.  Cars come around the corners anyhow and park anywhere.  Maybe the problem is there isn't enough parking space but I find it weird.  And the funny thing is I don't see any police issuing summons for these traffic offences.  
This vehicle is parked in the middle of a roundabout.  Can you imagine that - parking your car in a roundabout climbing onto the curb and running over the grass?

The car on the extreme right is moving around the roundabout and the four cars on the left are taking the space of the roundabout. 

The four cars you see in the photo are encroaching into the roundabout.  They are parked and locked with nobody inside.

This is a one-way street and there's no lines to indicate that it is for parking but cars are parked on both sides.

There!  Can park at the road junction and taking up half the road.

Park onto the road reserve meant for pedestrians.
